Reading through these articles raises more
questions than are answered. What was this part time
officer doing in a West View alley at two o'clock in the
morning. He didn't live in West View Borough and he was
not on duty. Speculation is heightened by the secret
manner in which the officials are treating this case.
Questions that beg answers are getting silence! This only
leads to even more skepticism.
What is being covered-up? Were drugs involved? Was
this about a love triangle? How much did the inexperience
of this 19 year old, part-time officer, affect the
outcome? Was the safety of the public put in jeopardy
when this part time officer introduced a gun into this
fracus? Did he overstep his bounds? What took place in
that alley, and why? What is the alleged assultant's side
to this story? What is the real truth? If this story is
as one-sided as the newspaper spin suggests, then why is
this entire incident being treated in such a guarded
closed-mouth manner?

These articles begin to answer some
questions. A woman was involved! Drugs were
involved, in the form of alcohol. Which North Hills bars
served an underage, intoxicated part-time officer?
And...again...what is the truth? The accounts givin in
the two newpapers seem like they are covering two
different events. Most likely the truth isn't what the
intoxicated policeboy had to say, nor in the spin given
by cHIEF hOLTGRAVER!
Perhaps wEST vIEW
pOLICE cHIEF cHARLES hOLTGRAVER
needs to explain why he gave any consideration whatsoever
to someone with a nose for trouble like this man!

police officer frequent local bars?
- Should an intoxicated
wEST vIEW police officer frequent local bars
with a convicted felon?
- Which local bars are guilty of serving
intoxicated patrons ?
- Should an intoxicated
wEST vIEW officer frequent local bars with an
alleged drug informant?
- Should an intoxicated
wEST vIEW police officer be in an alley at 2
A.M.?
- Should an intoxicated wEST vIEW
police officer with a gun be in an alley at 2

- If the alleged shooter was a drug informant,
was one day a week Officer Hein on a drug task
force?
- Is underage drinking by a recently turned 20
year old condoned?
- Was bad judgement used in placing a gun in
the hands of someone this irresponsible?
- Is it ever a good idea to give a gun and
badge to a 19 or 20 year old?
- Was a thorough and complete backround check
made, before putting someone like this on the
streets?
- Does this individual get another chance to be
a risk to public safety in wEST vIEW?
- When will the cHIEF be honest, for a change,
responding to questions from wEST vIEW residents?
This latest episode only serves as a reminder of
the extremely poor judgement exhibited by
cHIEF cHARLES hOLTGRAVER over the years. Almost ten
years ago he began his reign as chief by repeatedly
citing a vehicle under the Pennsylvania Motor Vehicle
code for sidewalk obstruction, while that vehicle was
totally and completely parked on private property. And
now this same poor judgement puts an intoxicated boy on
the streets with a gun!
wEST vIEW Council needs to be more proactive and exercise
more control in future police appointments to make up for
the cHIEF's poor judgement....if they plan on retaining
hOLTGRAVER as cHIEF.

It is absolutely incredible that a man
blessed with intellectual superiority , stupendous
knowledge and uncanny abilities, would find himself in
this type of situation.
This is the same person who has the gift of simply
looking at a photograph, and being able to determine
precisely where the property line lies. A person has to
wonder if Mr. Presutti still possesses this unique
ability, which would certainly make property surveyors
worldwide completely obsolete!
wEST vIEW's answer to the late great Johnny Cochran,
vanilla faced Attorney Michael Witherel, attempted to
have concealed weapons charges dismissed. He argued that
the gun couldn't have been completely concealed in his
suit pocket because it wouldn't fit in there -- the
handle would stick out. "To quote the late, great Johnnie
Cochran," he told Judge Lawrence O'Toole, "If it doesn't
fit, you have to acquit."

Bad legal decisions result in a jump in

vIEW residents' Waste Water bills, for the next
THIRTY YEARS!
Figure it out yourself from the figures in the
Tribune-Review article.......
Using the figure of 18,000 gallons per quarter as stated
in the article,
the average resident used to pay $9.93 plus $.81 times 18
or $14.58 for a total of $24.51
..........................now the cost is $22.04 plus
$2.82 times 18 or $50.76 or a total of $72.80
